Job Title: Water, Sanitation and Hygiene Program Assistant

Program / Department Summary

  • Mercy Corps Nigeria’s humanitarian program aims to provide assistance to populations affected by the crisis in Northeast Nigeria. With funding from humanitarian donors including OFDA, FFP, and ECHO the humanitarian programs engage in several interventions including but not limited to food assistance, logistics and relief commodities, protection, livelihoods, WASH and capacity building of humanitarian response actors. Mercy Corps plans to scale up and expand its humanitarian response in Northeast Nigeria to reach more beneficiaries with additional and varied assistance in a wider geographic area.
  • Mercy Corps plans to implement a program in 2 states “BACRI” Borno and Adamawa Crisis Response for IDPs targeting IDPs and host community affected by the conflict in Northeast Nigeria.

General Position Summary

  • The project assistant will perform the day-to-day implementation activities of the assigned program activities in the field, in the areas of intervention.

Essential Job Responsibilities

  • The Program Assistant will implement the project activities at the field level, under direct supervision of the Program Officer, to ensure program progress according to the developed schedule and work plan.
  • According to the project where s/he is assigned to s/he will have to perform one or several tasks like (but not only):
    • Daily supervision of processes like borehole drilling and well constructions on the works site.
    • Daily supervision of water treatment activities in general, on the program site and makes sure that the consumables are timely replenished
    • Mobilize the beneficiaries and supervise the latrine construction process at the program site level
    • Ensure the mobilization of families or communities to participate in the WASH program activities.
  • Assist in the coordination in target geographical areas.
  • Participate in surveys
  • Support in the process of beneficiary registration, community mobilization and sensitization.
  • Ensure the field level promotion of community participation and inclusion so as to encourage community ownership over activities implemented.
  • Ensure equal representation of various community groups in the implementation of activities.

Knowledge and Experience

  • 1-2 years of working experience in related fields of expertise. Previous experience in WASH projects and/or community work is highly preferred.
  • According to the type of projects, the Program Assistant will need to have good understanding of hydraulics, principles of hygiene promotion, etc. Experience in water supply systems: boreholes, pumping, basic hydraulics, etc is highly preferred.
  • Demonstrated skills in planning, organizing and reporting
  • Bachelor degree in relevant field or equivalent experience is highly recommended

Job Title: Senior Finance Officer
Location:
Biu, Borno
Program / Department Summary

  • The Mercy Corps Finance Department is responsible for all financial functions in Nigeria, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.
  • The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures.
  • In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.
  • The consultant will be expected to ensure proper re-filing of procurement records in Mercy Corps Nigeria Abuja in line with the Field Procurement Manual to ensure that all procurement files are stand alone and in a manner that will make retrieval easy.
  • This consultancy will run for a maximum of three months from the date of engagement.

General Position Summary

  • Working in the Finance Department under the direction of the Field Finance Manager, the Senior Finance Officer will ensure the accuracy and completeness of Mercy Corps accounting records and will have primary responsibility for managing the monthly accounting cycle.
  • The consultant will be working mainly with the procurement team to scan, enter file records on excel sheet, replace file on the appropriate shelve as well as communicate missing to procurement staff and ensure procurement documents are complete in all files.

Essential Job Responsibilities
Team Management:

  • Receives all monthly field projections and prepares revenue recognition entries and other final closing journal entries
  • Enter, post and maintain filing of monthly journal entries and prepares month end balance sheet account reconciliations.
  • Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded
  • Assist in the training and support staff in the field office including answering daily questions, training new hires, making field visits, etc.
  • Monitor cash and bank balances and coordinate monthly cash flow requests
  • Assist the Finance Manager in responding to audit inquiries at the field level
  • Conduct monitoring plan to lessen financial and compliance risks at beneficiary sites
  • Maintain tracking as well as financial files in accordance with the Field Finance Manual.
  • Process payments and reconcile financial tracking to general ledger reports.
  • Assist in reconciling all payable accounts in Navigator, and ensure payments are made on time to the respective authorities or vendors

Reporting:

  • Assist in reviewing the re-class journal entries to the navigator.
  • Assist in reviewing other navigator journal entries for approval and review.
  • Managing Month end closing package file, and upload all necessary documents to the file exchange on monthly basis.
  • Assist in the month end balance sheet account reconciliations.

Job Title: Program Coordinator, I-SING
Location:
Maiduguri
Program / Department Summary

  • I-SING project is a 2 year funded project by the EU- Trust fund. The position is based in Maiduguri with travel to Gombe and Biu on a regular basis.
  • The main office that houses majority of the staff is based in Biu thus the need to travel. The project’s focus is on adolescent girls and boys using the safe spaces model. The project works with IDPs, returnees and the host community.
  • The overall objective of the program is to improve the safety, livelihoods and personal agency of adolescent girls in North East Nigeria.

General Position Summary

  • The Program Coordinator supports the ISING Program Manager and the Deputy in the day-to-day implementation of project activities in the Gombe and Borno states of Northeast Nigeria.
  • S/he will work closely with the ISING project MEL officer, Gender & Protection officer and Livelihoods officer to ensure smooth project implementation and delivery of project objectives.
  • In the absence of the Program Manager, the Deputy Program Manager with support from the coordinator will act on their behalf, managing the project and work closely both with management and support staff (including finance, administration and program) in Maiduguri to ensure the day to day activities are implemented according to schedule, budget and required quality.
  • The Deputy Project Manager reports directly to the ISING Program Manager.

  • The Mercy Corps Food Warehouse Manager will manage all warehouse inventory and will ensure that all documentations in relation to dispatches/distributions is maintained as per donor’s requirement as well as MC’s standard commodity management policies and procedures.
  • The warehouse Manager will be responsible for all warehouse operations and directly supervises the Store Keepers, tally clerk, Security Guards and Cleaners, etc.
  • The warehouse manager position is based in Biu and h/se will travel frequently to Damboa in order to observe food distribution and perform all tasks required at that location.

  • Keep track and update warehouse transactions by using warehouse ledger, stack bin card, tally sheet, waybill, physical inventory sheet, inventory logbook, logistic summary, general correspondence and other related warehouse documents, and maintained the documents properly.
  • Ensure that commodity dispatches  are done in accordance with their pre-approved dispatch store release order.
  • Carry out truck inspections before commodity are loaded/unloaded to/from the trucks to ensure the suitability of the trucks to carry MC’s commodity.
  • Coordinate laborers’ activities and ensure there are enough laborers to support the activities (loading, unloading, reconstitution of shortage or damaged commodity, warehouse cleaning, re stacking, etc.)
  • Ensure that all necessary equipment such as scales, filing cabinets, torches and material such as cleaning, stationary, rodent control and office furniture are supplied to the warehouse
  • Arrange for fumigation of commodities at stores on regular basis to avoid any infestation and damages.
  • Provide weekly report to Commodity Manager and Program team regarding commodity movement, stock available for distribution and any other issues during the week.
  • Do physical count on daily basis and report if any differences found between physical count and book balance.
  • As needed, perform training on commodity handling to warehouse staff, laborers or iinstitutions/community leaders.
  • Fill out Loss and Adjustments Report if any damages or losses found in the warehouse. Avoid any loss or damages due to negligence.

General Position Summary

  • The Safety & Security Officer (SSO) is responsible for managing all safety & security systems in South Borno program area, which also includes Gombe and Adamawa.
  • The SSO will work closely with the Head of Office and Field Senior Management Team (FSMT) in developing and implementing procedures and policies specific to each situation including security management plans. The SSO will provide support and advice to the Head of Office and Team Leader, relevant program Manager, on safety and security issues and is a member of the Field Security Management Team.
  • The SSO will provide training, mentoring, support and guidance field staffs especially Drivers in each office for humanitarian team based in Gombe/Biu/Damboa.  Moreover, the SSO will provide (or arrange for) necessary training of all Mercy Corps staff and partners, as needed. He/she is expected to assist program teams in incorporating security planning and awareness into program planning.  It is expected that SSO will provide extensive support with frequent dialogue and field visits.

Essential Job Responsibilities
Security Information Gathering:

  • Work with Safety and Security Manager Heads of Office and the Field Security Management Team to monitor the security environment in the designated areas of Nigeria, with particular focus in the program areas of operations.
  • Prepare weekly security brief and share with all relevant staff, including program managers, SSM, SFPs and security management team.
  • Be readily available at all times to the Head of Office, Team Leader and field staff to advice on security developments.

Security System Management:

  • Develop, review and ensure effective implementation of the MC South Borno Security Management Plans.
  • Draft  share with Head of office, Team Leader SOPs and ensure the effective implementation of field Standard Operating Plans (SOPs)
  • Conduct security assessments in all areas of South Borno with support from the SSM on international staff residences, Office and routes to follow with recommendations to the Head of office for any necessary improvements.
  • Advise and ensure adequate supply of necessary safety and security-related equipment at all offices in South Borno international staff residences.
  • Ensure that relevant staff members understand and are able to use this equipment, including radios, satellite phones, fire extinguishers, etc through regular training and orientations for new staffs.
  • Conduct comprehensive security/risk assessment in potential new program/field sites in South Borno, Gome, Adamawa, as necessary.
  • Implement and ensure effective monitoring of a vehicle tracking system in each office.
  • Prepare and update as necessary the “constant companion”, both full and pocket-sized versions.
  • Review and revise security telephone tree for all locations as necessary for the field offices.
  • Conduct mock drills in all MC offices (e.g. fire drill, evacuation drill etc.).
  • Promote and support efforts by field offices to meet the Minimum Operating Security Standards (MOSS) through effective planning.
  • Work with the Heads of Offices, Team Leader, on community acceptance messaging and other operational strategies in the area of operations in South Borno.

Staff Management:

  • Mentor the SFPs to fulfill their safety and security responsibilities at the field-level.
  • Work with Head of Office to include necessary safety and security information for staffs and visitors into the field office, including on arrival briefing for new and visiting staffs.
  • Work with the Human Resources Officer (HRO) to develop and implement security orientation for new staff (international and national) and visitors.
  • Work with the HRO to identify security training needs of team members and include security awareness as an essential part of program trainings and refresher workshops in the field offices.
  • Assess the training needs of drivers and guards in consultation with Operations Officer.

Coordination:

  • Daily check-ins  and tracking with field teams on transit on mission in the field offices.
  • Actively seek opportunities for formal and informal cooperation in security.
  • Develop a network of relationships with peers in the humanitarian community in the field office (UN, NGO, ICRC, appropriate governmental offices, etc.).
  • Pursue opportunities to engage others in our community in creative solutions to our security challenges through collaborative efforts.

  • The Educating Nigerian Girls in New Enterprises (ENGINE) Programme is an initiative to improve learning outcomes and the economic status of marginalized adolescent girls aged 16-19 in the Northern Nigerian states of Kano and Kaduna, the Federal Capital Territory (FCT) and the metropolis of Lagos, Nigeria.

General Position Summary
